No. I'm not kidding.
The point is to reduce the volume of single-passenger automobiles in order to make it possible for other types of traffic to move quickly through the city, and maybe even have a place to park or stand at the destination.
Since your friend is probably not going to be delivering furniture in the trunk of his Cooper Mini, he'd have no problem getting across the bridge.

But, since my proposals are utterly ridiculous, let me hear yours.

You must be kidding with your so called proposals. To have a piece of furniture delivered by a friend just over the 3rd avenue bridge would be impossible under your proposals and about a billion other scenearios would be impossible as well. The ideas you come up with are so utterly ridiculous that NYC driving would become a complete and total joke.
